I do not know how to enlarge a photo from my cell phone.I e-mailed it to myself by phone no.I emailed it to you-too small thanks Brenda

If you have access to an image editor Ie Photoshop increase the size using image>size (bicubic smoother)
Leave at 72 DPI screen resolution .Largest edge should be 1000 pixels.Save as a Jpeg or Tiff.
Perhaps you cell phones preferences determine the size of the image captured or e-mailed.
