How do you take a long exposure picture with people?

I want one version on the person to look ghostly and the other one more clear without a blur inbetween the two versions.How?

    Use a TimeExposure and second curtain flash that way you can form the ghost image with the person standing still for three seconds or four, or whatever? And then when you want the person to be frozen make sure that they're standing still when the flash will go off at the end of the exposure
