I am trying to upload a TIFF file and get an error message, no .tif files allowed. What am I doing wrong.

JPG can take .tiff files. The 2 file extensions are basically the same. Its just two different file extensions for the same file type due to earlier version of MS windows only being able to have a 3 letter file extension, so MS shortened it to .tif.
In any case, once any file is uploaded to JPG, it's going to get converted to a .jpg. My suggestion for you are to change the file extension to .tiff or convert the file to a .jpg. That should do the trick.
