When the technical crew sets up a new scene, they have people stand in for the crew members. They don’t need the actual actors to set up a scene. Filming can start in the morning and run late into the evening, so this gives the actors a chance to break and work on lines, change costumes, adjust make-up and maybe even relax a little.
