When only a decent tripod, long exposure and the right aperature and shutter settings are all you really need to get color like this.
Pentax K200D, 18-55 Pentax lens, Manfrotto tripod, 12 second timer and f-11, 1/6 second at SO100.

And it also helps to have brightly colored subjects like these that almost glow in the dark. ; )
