1/22/09 The winding walkway was built as a handicap-accessible way for people in wheel chairs to maneuver this considerable hill.
Chattanooga, TN art district. You can see where this bridge lies in the far right corner of "Shadow and Reflection" in my gallery.

    Interesting perspective which you must have taken from a higher angle. It is good they have walkways for people in wheelchairs.
