This house is in Richmond, an inner city suburb of Melbourne. The window is only a few feet from the sidewalk. Why the camera?

with respect to the camera... maybe instead of doing "street photography" they're doing "house photography"? Or maybe it's hooked up to a monitor so they can look out with out people looking in?
