This a strand of White Christmas lights.
This is called a SHAPED BOKEH.
I cut a black cardboard template to fit over my lense. In this I used a shaped craft punch to cut this shape. I taped the template to my lens. The trick here is to make itunfocused. In manual I used a slow shutter maybe 1/60 or lower and the Aperture wide open. Manually fous till you see the shape.
