Art is defined by the artist, in this case the photographer. Personally I think that this image owes more to the keyboard and less to the lens, but perhaps that is my pro-film/anti-PhotoShop-manipulation bias. As such, I may be the last person to pass judgement on someone else's question of it being true art.
Perhaps there is a fine line between fine-art and PhotoShop cliche. I will say that the dreaded HDR technique was at first an interesting idea when it was novel, however it has since become another faddish gimmick of the talentless.
That being said, the image above is beautiful in its stark simplicity. I cannot say how YOU define your work, but it falls into the category of Art by most of my standards.

Andre - you are right. This picture is manipulated. On Apple Aperture. NOT HDR. Not PhotoShop.
