How many locks would a gate locker lock if a gate locker would lock locks?

Fortunately, pedestrians can still get through. These locks are on a vehicle gate at the Alviso Marina. I am assuming that in addition to keeping unauthorized vehicles off the levees, the different locks are placed by agencies authorized to drive out there.
