The steel sculpture symbolises hope, courage and freedom of people during the WW2.
It also symbolises the recapture of the Philippines by the Americans during the war. The construction was sponsored by the Department of Energy (DOE), the Corregidor Foundations, U-Freight Philippines, the Filipino-American Memorial Endowment and the California-based SunPower.
