If I straighten the image, will all the water go back into the river?

This was the first signs of a flood that lasted more than a month in St-Jean-sur-Richelieu, about 30 minutes from Montreal, Quebec, Canada. About 3000 houses had to be evacuated. It is the worst flood in over 150 years, and this was just the beginning.
