These boys were waiting with their mother a a bus stop. The label on one machete suggests that they just bought them and are probably takng them home to the family farm.

somewhat surprising to see little guys so young with these "weapons". though i guess if it's for farm work they would just be called "tools".

Quite right, they are tools use to clear brush and weeds from farm land. It is more accurate to think of them as the equivalent of a carpenter's hammer or a mason's trowel than as weapons.
