They are light wells on the roof of the museum 'Kunst- und Ausstellungshalle der BRD' in Bonn. Inside the building they become columns. It is a very fascinating building from the Vienna architect Gustav Peichl. I guess the Austrians love round froms, Hundertwasser loved curved walls in his buildings.
