There is a whole group of girls that dress up like this about once a month. It is a fashion style from Japan called "lolita fashion"
This is a result from of a workshop created and executed by the talented Mr T. (my hubby! This is my favorite shot from the day.

Sorry to disagree with you spin360 but this IS street fashion. My daughter and some of her friends dress like this on a regular basis (as does the girl in the photo). This is my favorite Mrs. T.
