This is Ngee Ann City, one of Singapore's most up-scale (and previously one of the biggest) shopping malls along the Orchard Road tourist belt.
The reflections come from the adjacent building, Wisma Atria.
If the reflections look ghostly, well, Ngee Ann was built on what used to be a burial ground.
The plot of prime land actually has an interesting history - of disputes and failed attempts by various parties to acquire it for development. And for a long time, it was a massive "green lung" - just an open grass patch - in the prime shopping district.

Very often, photographers who take night images look for water reflections. Shiny marble walls, too, can reflect light quite wonderfully.
