Q: Why are some of the contest photos obviously photoshopped?

The Dutch constructed (dike) called the Afsluitdijk "closer dike" during the early 1930's. It basically devides the inner sea (IJsselmeer) from the sea and prevents flooding during storms and such. It lends itself for different types of images.
