Due to severe weather condition, that is lack of rain and snow, a drought condition can not be avoided. A future water rationing will happen if it is not happening yet.
This is currently the photo of San Luis Obispo Reservoir, in CA.taken 09.27.08. The water level was used to be up to the noticeably marked rim.

ps.. this used to be my entry on Severe weather theme, I thought this will be more appropriate on this theme now.

    Sad! Our country has been in a drought for 10 years, seeing this photo reminds me of our many dry lakes, rivers, catchements etc.
